The Study of Pollutant Characteristics of Industrial Wastewater and Pollution Control Measures

Since 2010, based on a series of surveys on industrial wastewater characteristics, Taiwan’s Environmental Protection Administration (EPA) has been amending the Effluent Standards for high-tech and petrochemical industries. In this project, we followed up on the effluent quality of the two industries and the implementation of their Effluent Pollutant Elimination Management Plans. The second focus was to comment on the new regulations of the Steam Electric Power Generating Effluent Guidelines drafted by the US EPA. The drafts of the Effluent Standard for steam electric power plant were proposed. In addition, this project was to assess the ammonia and nitrogen levels in effluent discharged after industrial area wastewater treatment and proposed improvement suggestions. This project was also to assess the wastewater characteristics of industries with potential nonylphenol concerns. We raised suggestions on the Effluent Standard’s regulations for nonylphenol and the reinforced legal limitations on true color for specific industries. For the printed circuit board manufacturing industries and power stations, this project briefly compiled related domestic and international literatures, as well as the relevant reports on wastewater characteristics to draft the Industrial Wastewater Management Guideline of these two industries. Moreover, we conducted three educational and training courses on the finalized guidelines. For the run-off wastewater elimination and effluent’s acute toxicity control in the Water Pollution Control Measures and Test Reporting Management Regulations, we traced the implementation of run-off pollution control measures and accumulated the background data on effluent acute toxicity. In the project, we analyzed the data from continuous wastewater monitoring system and proposed suggestions on the enforcement. Finally, we drafted the strategy of Article 14-1 in the Water Pollution Control Act.
